   I've had some dealings of that type with the power company   
   around here.  When an arc lamp up on the hill behind me was   
   even killing vhf fm I got tired when it took them five days   
   to fix it, and still no response to a couple arcing   
   insulators.  I called ARRL labs to see what assistance they   
   could give me.   
      
   ARRL labs sent some info to the power company detailing   
   their responsibilities, and offering pointers to docs on the web and   
   expertise.  NOt much happened in response.   
      
   THe ARRL program I got involved in was one of these we work   
   through arbitration and education, and if no joy then we go   
   to the regulators.  Well, no joy all last fall into winter,   
   so finally in early December I was asked whether to go to   
   the next phase, and it wasn't electrical banana.  SO now the FCC is involved.   
      
   Some more weeks go by, I get this letter in the mail, carbon to the feds, does   
   the boo hoo "we haven't heard a thing from mister Webb since his initial   
   complaint ... " yada yada says the letter.   
   The guy at ARRL labs knew what was really going down there,   
   because every time I conversed with somebody in engineering   
   dept at electric co i sent him a detailed email stating to   
   whom I spoke, and what was discussed.   
      
   so last week the phone rings when I'm still pre coffee.   
   IT's a consultant for emi issues they've brought in from   
   Tennessee Valley authority. HE's an active ham and quite   
   knowledgeable too.  I'm betting you're TVA over that way, so they've got   
   expertise on staff.   
   I'm expecting to see this guy within next couple weeks.
