The assumption is that he's as good as any bounty hunter at least, given the fact that Jabba has him employed at least. Or at least he seems to answer to Jabba. And at that point in time, Jabba is just some looming threat to Han, someone with power, and Greedo is speaking for him, Han is bartering with him. None of these things leads to a conclusion that he's incompetent.
