   Thomas White's message about Ken Uznanski's death.   
      
   Uznanski headed the Washington DOT team primarily responsible for   
   developing Cascades service. It was a model of cooperation among   
   consultants, state transportation staffers, Amtrak, and BN/BNSF.   
   There's no other project like it anywhere in the United States.   
      
   Cascades was an ungenerously funded project; budgets cycled up and   
   down, and Washington State's single-year budgeting process, with   
   appropriations expiring at the end of the fiscal year, didn't help.   
   This team made it work by not letting a single taxpayers' dollar   
   go to waste, with all spending directed toward incremental improvements.   
   Little by little, they built a better, higher-capacity railroad for   
   both freight and intercity passenger.   
      
   This is very sad news.
