   Before Levine pops in to offer a truly lame insult, I forgot one state   
   with a major land border with Canada: Alaska. Four Canadian provinces   
   have enhanced driver's licenses: British Columbia, Manitoba, Ontario,   
   and Quebec. Manitoba has two major 24 hour ports: Sprague and Emerson   
   are 24 hour ports; the others are daytime only or unstaffed.   
      
   I guess ports in Yukon, Alberta, Saskatchewan, and New Brunswick aren't   
   busy enough to warrant the program.   
      
   I'm going to make the reasonable assumption that enhanced driver's licenses   
   are offered in states and Canadian provinces in which there would be both   
   benefit and demand, and if other points of entry are lower volume, no one   
   regularly using them would bother to obtain EDL.   
      
   Canadian provinces made the same reasonable assessments as US states did.   
   My original comment that it's not offered in states and provinces with a   
   lack of need stands, and I'll add "even if they're on the international   
   border".
