   It was probably the Canadians' idea.   
      
   The Whirlpool bridge was originally the suspension bridge at Niagara   
   Falls, where legend says that Roebling got the first wire across the   
   river by holding a kite flying contest.  The bridge was always two   
   decks, rail above and road below.  After a while, the trains got   
   heavier and the bridge was too weak, so they built a truss arch   
   underneath it, tied the decks to the arch, and then took down the   
   towers and wires, all with little interruption to road and rail   
   traffic.   
      
   The Michigan Central built a bridge a few feet south which is now   
   abandoned and has a chunk cut out of it to deter use for illegal   
   crossings.
