   So what? I have citizenship from my state, but it's a meaningless legal   
   concept, for any benefits from my state government are from state jurisdiction   
   and my own residency, not state citizenship. The concept of state citizenship   
   doesn't entitle me to a state passport or any foreign travel documents.   
      
   They have US citizenship at birth due to the 1917 Jones Act; they don't   
   become US citizens upon residency in a state. Everything in that Wikipedia   
   page confirms that they are US citizens at birth. Nothing on that page   
   confirms your statement that they're not US citizens until they   
   reside in a state. Do you want to re-read it to clarify it in your mind?
