American Samoa was no more WW I spoils       than Hawaii was. We had an existing treaty that said it was ours,       and nothing in WW I or the Versailles treaty changed that.              German Samoa, on the other hand, was occupied by the British (New       Zealand actually) in 1914. The Versailles treaty (art 119) removed it       from Germany and (art 22) made it a Mandate.
