   You made the point; it's quoted above. I have no idea what other comment   
   you'd have me make about it. I don't know why they've never negotiated   
   to change their citizenship status.   
      
   The others must move to a state first in order to hold federal office   
   aside from delegate, as they can't do it whilst resident in a territory.
