   You made me look it up. US nationality did apply to Puerto Rico, Guam,   
   Virgin Islands, and Philipines in the past.

   They carry a US passport, which makes no distinction between a citizen   
   and a national.

   Delegates vote in committee and have speaking privileges on the floor,   
   so they still have some power. They get convention delegates to presidential
