   Have you ever visited the roads newsgroup misc.transport.road?  You'll quickly   
   see how vehement motorists are against reduced speed limits.  They also ignore   
   them.   
      
   The NTSB just announced the trucker who smashed into Tracy Morgan was speeding   
   (and didn't have enough rest).  That's not gonna deter anyone from speeding.
