   I would think that the frequency and required detailed nature of the   
   track inspections would play a significant role. I read somewhere, and   
   I don't remember where I saw it, that the derailment rate per million of   
   ton-miles is actually better in Russia than in some western European   
   countries. Their operations are a little more like the USA in terms of   
   long heavy freight trains.   
      
   IF it is true, it would be interesting to see what they are doing   
   different than everyone else when it comes to their track inspection   
   technology.
