   None of the oil train derailments that I am aware of were caused by   
   problems that this program at Metro-North are designed to prevent.  If   
   it were caused by poor quality track, as you seem to think it was, what   
   needs to happen is improved track monitoring.   
      
   There are other countries out there that have fewer derailments than the   
   USA.  It seems to me it might be worth taking a look at some of those   
   countries to see what they are doing that is different.
