   Eventually both. See what has been done in London, Paris, etc. It is a   
   good idea to build main line station at the airport since that does   
   enable air-rail integration. Air rail integration using Newark Penn   
   Station as the hub, even with PATH to EWR is more or less a non-starter   
   IMHO. But mind you.... just IMHO.

   Ideally, the EWR station should have been built in the area around the   
   Marriott hotel on a shoefly and connected to the three terminal using   
   travelators. Monorail was a bad idea. PATH should have been built to the   
   terminal from the getgo.

   I would have prefered direct service to Penn Station over the currently   
   abandoned Rockaway branch ROW of LIRR.
