   Ok, then I repeat:   
      
    If certain safety programs are required for Metro-North to keep from having   
   accidents, then oil trains need the same equipment and safety protocols.   
   Since the tank car which went in the James River at Lynchburg, VA, and then   
   reptured, was the "new" design, it seems like the safety upgrades for tank   
   cars are not very effective or perhaps not even signficant in a serious   
   derailment.
