Wow. I've read through all the material on the airport Web site and
Amtrak Web site, and the pdfs of brochures. I didn't bother with NJT's site.
   The information sucketh greatly.

On one brochure do I find out that Amtrak and NJT will continue to charge
the $5.50 surcharge to use substitute shuttle buses from Newark Penn,
but to pay the surcharge, Amtrak passengers must continue to purchase tickets
to and from Newark Airport and show this ticket to the shuttle bus driver.
This information about how to pay the surcharge is on Amtrak's Web site.
I'll guess there's something similar on NJT's Web site.

Well, there's more train service to Newark Penn, and PATH passengers will
no longer have to take NJT between Newark Penn and Newark Airport stations.
I find no explanation as to how PATH passengers would pay the surcharge,
or NJT or Amtrak passengers originating at Newark Penn who haven't purchased
   their ticket in advance.

As far as ground transportation within the airport, there are hints that
there are different shuttle bus routes, but I found no explanation. Also,
there is a separate note about the parking lot stations being closed. Had
Skytrain been truncated earlier at these outer stations? There's still a
note that may be contradictory that passengers will change shuttle buses
as P3 for P1 and P2, but with the whole route shut down, that's likely changed.

How much additional time to allow? They don't bother to make a recommendation.
   But I did find a phone number: 973 961-6000

Seriously: They recommend getting dropped off. Amazing.
