   Of course you can; they do it all the time. That doesn't mean it's a   
   good idea, but since when has that mattered to politicians?

   Speed traps have nothing to do with safety; they're about revenue;   
   Local govt can fund themselves without raising taxes, and insurance   
   companies can jack up rates on safe drivers--which is why they give   
   thousands of "free" radar guns to police agencies every year.

   Unfortunately, the only way to get the assholes off the road is to lock   
   them up, which is very expensive; just fining them or even taking away   
   their licenses doesn't stop them from driving.
