   riders-- seniors now have cheap or free fares at all times.  Seniors would   
   delay their travel until after the rush hour to take advantage of cheap or   
   free fares.   
      
   For some reason, NJT eliminated off-peak fares for everyone on its railroad   
   trains, a move that seemed foolish to me.  Many people would attempt to finish   
   their business during the midday hours to avoid paying the rush hour fare.
