   While several toll road facilities have time-sensitive pricing, I tend to   
   doubt they have much influence on motorists choosing when to drive.   
      
   In contrast, discounted senior citizen fares good only during off-peak hours   
   definitely encouraged those seniors who could to travel during off peak   
   times.  This, of course, was beneficial to the transit system in reducing peak   
   loads and associated    
   expenses.   
      
   For some reason SEPTA has eliminated peak period restrictions for senior   
   riders-- seniors now have cheap or free fares at all times.  Seniors would   
   delay their travel until after the rush hour to take advantage of cheap or   
   free fares.   
      
   For some reason, NJT eliminated off-peak fares for everyone on its railroad   
   trains, a move that seemed foolish to me.  Many people would attempt to finish   
   their business during the midday hours to avoid paying the rush hour fare.
