   It's not the Lac Megantic report. It's an article similar to the one cited   
   earlier about the filing of criminal charges, that still fails to explain   
   the theory of the crime, such as why so much air bled off that the brakes   
   released (in a way that was due to criminal negligence of the engineer);   
   insufficient number of hand brakes set isn't exactly a criminal theory.   
   Also doesn't explain the criminal actions of the two men who weren't   
   on site.
