   It's a deterrent alright--a deterrent against minorities trusting the   
   police because they're profiled and harassed even though the police's   
   own statistics show it has absolutely no effect on crime.

   Yes... and who finds and arrests the criminals?  Not beat cops.

   And why is the bail zero?  Because jails and prisons are overcrowded due   
   to the staggering number of minorities incarcerated for non-violent drug   
   crimes that civilized countries consider a medical problem, not a   
   criminal one.

   I doubt that's significant.  Most crime occurs in areas that have little   
   (lawful) economic activity to begin with.
