   One needs to be careful about that.  Jurisdictions vary.  In some, muni courts   
   are as you describe.  Indeed, often people don't care too much about a hearing   
   in the muni court, knowing if they lose they'll go to the next level.  But in   
   other jurisdiction    
   the muni court is one of record, and the appellate court process is completely   
   different.
