SEPTA issued emergency limited schedules for its Regional Rail   
   on account of a defect found in the trucks of its Silverliner V   
   fleet.  All trains out of service pending inspection and repair.   
      
   On a normal day, SEPTA can carry 65,000 passengers each way,   
   but starting Tuesday, that number will be reduced to 35-40,000.
