   The Phoenix system was entirely home built, because what Cubic was   
   selling was overpriced. Passengers didn't have to register the credit   
   card as fare media. They simply swiped. During a monthly period, the   
   charges would accumulate. If they exceeded the cost of a monthly pass,   
   the charges were capped at the cost of the pass. Passengers were billed   
   in arrears.   
      
   The system didn't have the cost and expense of manufacturing and   
   distributing the fare media. All the passenger had to do was remember   
   to use the same credit card each time.
