The freight railroads were 'drowning' in oil from the west going to   
   refineries in the east.  There were problems with tank cars catching   
   fire, and pressure to use much sturdier equipment.   
      
   However, the oil boom may have ceased, and oil is now cheap.  Has   
   this impacted the freight traffic?
