   Well, one problem with NJT involved is that the state of New Jersey is   
   broke; its bond rating has been lowered nine times in the last few years.   
   Tax revenues are weak but that there are lots of demands for the money.   
   Despite Christie's claims of fiscal restraint, he spends lots of money.
