   Aaargh! Wrong pond, I thought those were US signals at the top and   
   didn't notice it was an Indian website. However "Classic Railroad   
   Signals: Semaphores, Searchlights, and Towers" by Brian Solomon (via   
   Google Books) suggests that it is still much the same explanation.
