As far as I understand it, ACSES is in force from Washington DC New York
Ave. (Avenue interlocking) to Philadelphia (Phil interlocking)
inclusive, and Philadelphia (Girard interlocking (Zoo)) to New York Penn
Station (A interlocking) inclusive. That leaves very little that is not
under ACSES. In these sections all main line and controlled sidings are
   now governed by ACSES.

Specifically, Shore interlocking and curve (Frankford) is in the Philly
   to New York section.
