   The purpose is to indicate that Rule 281a must be followed, as opposed   
   to Rule 281 for a non-flashing green.   
      
   If you are running under ACSES of course the train will enforce the   
   lower of the signal speed and the civil speed anyway no matter what you   
   try to do, and will enforce a full stop at a home signal displaying stop.   
      
   Effective last Saturday all of NEC South between New York and Washington   
   DC (barring about 7 miles of low speed limit trackage) is operating   
   under ACSES.
