   NORAC Rule 281a (diagram C1) at a Home signal showing flashing green   
   over red means cab speed clear. The rule says:   
      
   "Proceed in accordance with cab signal indication. Reduce speed to not   
   exceeding 60 MPH if Cab Speed cab signal is displayed without a signal   
   speed, or if cab signals are not operative."
