   That's Limited Clear on a dwarf signal; on a regular signal, it would be   
   red over flashing green.  NORAC has no flashing green over red aspect on   
   a regular signal.   
      
   Note that, in all cases, an undetected failure of the signal to flash   
   properly results in a safe (but slower) indication, e.g. from Limited   
   Clear to Medium Clear or Advance Approach to Approach.
