   The governor jumped in to void employee transit free passes even though they   
   were a benefit provided by contract and a practical item that would cost more   
   to eliminate than any money saved.   
      
   But the governor was nowhere to be found when PATCO sat around for five years   
   waiting for a single rebuilt car to be delivered, and when PATCO had severe   
   service problems (like threatening to arrest passengers stuck on a train for   
   hours).
