Many Amtrak critics wrote that the engineer of the Amtrak NEC train was using   
   his cell phone at the time of the accident.  The NTSB has reported that, after   
   an exhaustive investigation, they found that he was not.   
      
   In addition, Amtrak critics claimed that if Amtrak had been a private   
   railroad, Positive Train Control would've been already installed.  However,   
   private freight railroads are asking for a deferral until 2020 to install it.
