   There are also refineries in southern Kansas and Oklahoma, that would be   
   closer than Philadelphia.  You can't really take the "air line" route   
   straight south through the middle of North Dakota, South Dakota,   
   Nebraska, Kansas, and Oklahoma anymore, but you can go generally south   
   along the Missouri River and the Missouri-Kansas border to get to that   
   area.   
      
   I know that production has increased in Oklahoma in recent years, so   
   maybe the refineries in that area are already running near capacity.  I   
   also think that not all crude oil is created equal, so some of it   
   requires more or different processing at the refinery; maybe the closer   
   refineries are not equipped to handle the stuff from North Dakota.
