   I'm no engineer, but I can't help but suspect that, if they really wanted to,   
   they could design and build a new tunnel reasonably quickly.  Tunnel   
   technology has improved since 1910, though construction times (e.g. Second   
   Avenue Subway) seem worse.   
      
   I don't know if digging a tunnel or digging a trench and laying a big pipe is   
   faster.   
      
   We really need four tunnels under the Hudson, and six under the East River.    
   We also need improved cross-city services, so that someone from New Jersey   
   will find it desirable to take the train out to Long Island or Westchester   
   rather than driving through    
   the city, as so many people must do now.
