I came across a lowered crossing gate on a NJT track.  There were no trains   
   coming and the gate remained down.  Eventually motorists drove around the   
   gates.   
      
   There was a contact phone number on the signal hut.  I attempted to report the   
   problem, but received a recording that the number was disconnected.   
      
   Huh?  Would they really have disconnected an emergency number that is   
   prominently posted in lots of places?  Could it have been a cellphone glitch?    
   (I double checked the number).
