   I'll preface this with the fact that there is no reverse signaling on   
   that part of the IND. The best we can hope for was the southbound would   
   see red signals being triggered by the northbound train.   
      
   A few things went wrong:   
      
   The dispatcher failed to make it clear that the train was to continue to   
   the middle track between Canal and Chambers to make the reverse move.   
      
   The train operator failed to get clarification about what was obviously   
   a confusing or incorrect order.   
      
   The conductor failed to ask the T/O or the dispatcher for clarification.   
      
   As luck would have it, at least the T/O was operating at a slow speed   
   and had time to stop when she saw the southbound at W4th. That   
   southbound would not have had a stop and stay, as there are no switches   
   between 34th St and Canal on the express track.
