   These days, with so much suburban office park development, beltways can be   
   extremely congested, as you say.  Only beltways are congested all day long,   
   seven days a week.   
      
   I arrived by train in downtown Chicago.  Driving through city streets was no   
   problem until I hit the suburbs--then the bad traffic jams started.
