   They do, but the HOV lanes can be plenty slow and congested.

   The light rail from SEA is not as fast as the fastest taxi trip, but   
   it is always faster than the slowest taxi trip.  The consistent travel   
   time is one of the good things about it, you can plan and know when   
   you'll be there.  And, of course, it's cheap.
