   So instead of driving d miles across the city, you're going to drive   
   πd/2 miles around the city?   
      
   Note that, in many cities, the beltways are just as congested, if not   
   moreso, than the routes in/out of downtown.  At least for the latter,   
   half the trip will often be uncongested, depending on the time of day.
