   Or, cutting back on Department of Defense contracts that the Department   
   of Defense doesn't actually want, but is forced to have anyway thanks to   
   the way congress acts.   
      
   And now we get a "Transportation Bill" that doesn't actually do anything   
   with gasoline taxes, but instead raids other programs to pay for   
   highways rather than using user fees.
