At a Congressional hearing, it was explained that the military had to cut back   
   hot meals in favor of MRE in order to have the money to pay for meals for   
   Amtrak passengers, and boosting the federal debt of $13 trillion.   
      
   That, in reality, the MRE substitution had nothing to do with budgets and was   
   a separate issue didn't matter.
