   And that may work just fine for passenger trains, I wouldn't know. And   
   maybe it's not a bad way to verify that the number of brakes called for in   
   the rules is enough. But it's not always going to be practical for freight   
   ops, for all the reasons you snipped.   
      
   Out of curiosity - what do Amtrak's rules say to do when you can't do this   
   test, such as when you set out cars with no power?
