This came out on June 11, 2014. A report for an incident       on March 26, 2013 came out on June 17, 2014.              A higher-profile accident where VIA Rail train derailed and killed the       three crew members in the locomotive on February 12, 2012 didn't come out       until October 9, 2013 - that is 20 months after the accident!              I would be willing to bet that few people outside of Canada (even outside       of southern Ontario!) even heard of that accident. Lac Megantic became a       world-wide news story.
