   Most people "play it by ear".  If the law says "all dogs must be on a leash"   
   but I see a very well-behaved dog without a lease, I say nothing - because   
   there is no problem.   
      
   Now, if the dog was a causing a problem and not on a leash, then we notify the   
   authorities.
