   That's the way it's ALWAYS been.  That's why the Founding Fathers tried to   
   create a gov't structure that was distributed and qould require cooperation   
   between foes to get things done.   
      
   Then the Left attacked culture itself and turned those foes into co-criminals.   
      
   Like the rest of the gov't, we need laws to make it unpleasant to cheat.   
      
   Ex: Conflict of Interest should be cause for immediate removal from the board   
   and an audit of all transactions.  And if any problem is found, the board   
   member needs to be fined double what the problem found was and is barred from   
   any gov't position in the U.S.

   Exactly.  More like they get 1 year in and run out of money.  So do you just   
   throw the old money away and go with someone else, and delay the project by a   
   year, or do you give them more money to finish the job?
