   Here in Michigan, we have a similar law.  But every time it's invoked (usually   
   by a conservative trying to clean up a liberal financial mess), the Left loses   
   their mind and starts screaming about "The End of Democracy!"   
      
   But bottom, top, middle, sides, it makes no difference.  Once the   
   Reality-Challenged get decision making power, it always goes bad.
