   It's the Left's lame excuse as to why they resist fixing Social Security.   
   And you are correct, it has nothing to do with dead people on Social Security.

   There are plenty of people out there who know COBOL and it's not hard to learn.   
    But Sub-Geek here isn't as "uber" as he thinks if he doesn't know that.

   But the FBI's purview is FEDERAL crimes.  So local law enforcement handles   
   crimes in their state/county/city.  If the criminal does something (like drive   
   too much beer across state lines with a Trans-Am blocker), and it becomes a   
   Federal crime, then the FBI gets involved and usually works with the local law   
   enforcement to handle things.   
      
   But that's beyond the question of why they should have their headquarters in   
   DC.  You would think, though, you would want your largest amount of resources   
   where there is the most crime.
