   In the US, the government has indeed run out of budget. Many civil servants   
   are at home without pay. Trump has already indicated that he wants to use this   
   situation to permanently downsize the government. He hopes that civil servants   
   will resign and find work elsewhere. This way, he hasn't laid anyone off and   
   still created a smaller government. The work those civil servants did? Oh   
   well, that's a problem for later.
