   I'm reading about it now. It was sponsored by an apparent rino from Texas Mac   
   Thornberry (no longer in office) and a Democrat rep from Washington (still in   
   office.)   
      
   Just like all Democrat efforts, it sounds like it does the opposite of what it   
   was advertised to do, judging by what we've been seeing in the media for the   
   past 9 years.
