   This actually makes sense because what you sent will have gotten used, stolen,   
   lost, destroyed, etc. by open house time and the teacher can't ask the parents   
   for more stuff.   
      
   The teacher ends up buying it and gets what she can afford, because often the   
   school "has no money" to buy the stuff.  Interesting since school funding has   
   gone up a lot over the years.  Where did all that money go? It wasn't to the   
   teachers/students.
