   Whey the Tyrant in my state says "We need $6 million to build a new "   
   it really means that.   
   1. $2 million will end up in her pocket.   
   2. $2 million will end up in the friend's pocket.   
   3. $2 million will end up in the pocket of the company who promised to build   
   .   
      
   And, in the end, the  will never be built.   
      
   It's a money laundering scheme.
